where republicans and democrats seem to agree that something needs to be done on tax issues or fiscal issues, where there has been an impasse for many years now. host: in terms of the principle, how detailed is the outline? are we talking about a bill taking shape or just a sketch at this point? caller: it is more of a sketch, the first step in trying to get an actual bill going. basically these are legislative goals that include four areas, one is a package, one is overhauling the existing system, another is establishing a way to ensure that there is less illegal hiring of workers, and another is to create a guest worker program. but those goals, we do not know how that will be achieved or worked out over the next few months. things are supposed to get going here as soon as next month. senator schumer and the other senators believe that they could have something by late spring, early summer. host: looking at "the san antonio news," we have this headline -- "upset republicans." what are you hearing about republicans getting things through? caller: house republicans do not seem to be o

taxes and you will have to pay a fine. and what you will get is basically the equivalent of a nonresident visa that allows you to work here. you do not qualify for federal financial benefits, so you are not a strain. i've heard that concern raised, this is going to place a strain on our social services. as a nonimmigrant visa holder you do not qualify -- under existing law now you do not qualify for federal benefits. what you get is a work perm. the ability to be here legally. we know where you are, we know where you live. you pay taxes. you've paid a fine. this is not amnesty and you have a nonimmigrant visa. there is nothing you can do with that visa is stay here and work. you can travel to visit relatives. you can't turn that into citizenship. they will have to remain in that probationary phase for a significant period of time, not an unreasonable period of time but a significant period of time. after that period of time elapsed and if they have complied with all the requirements of that probearingsary period and if -- probation ary period and if it is certified the en

yesterday, undocumented immigrants must pass a background check, pay fines and back taxes and learn english. ensure the illegal immigrants will not get citizenship before immigrants already working towards a green card. labor unions support this plan. >> we will march, rally, pray and knock on every door in congress to remind lawmakers that our nation deserves an immigration system that sustains our communities, our families, and an economy that values a prosperous nation built by immigrants. >> the president believes that it's very important that we move forward on comprehensive immigration reform. it's the right thing to do for the country, for our economy. it's the right thing to do out of fairness to the middle class to make sure that everyone plays by the same set of rules. >> reporter: however, you can imagine the plan has its critics. 22 g.o.p. senators opposed a similar plan back in 2007. they say this proposal amounts to nothing more than amnesty and the house is also working its own version of immigration reform. and the house has its critics as well. republicans there worried abo
